A Comparative Analysis of Canada’s 2024 Study Permit Expenses and Global Study Destinations
Commencing January 1st, 2024, Immigration, Refugees and Citizenship Canada (IRCC) is set to revise the cost-of-living requirement for individuals applying for a study permit. This update signifies a departure from the early 2000s when the requirement was fixed at $10,000 for a single applicant. The new cost-of-living requirement will now amount to $20,635, inclusive of the first year of tuition and travel costs.
Recognizing the outdated nature of the previous financial requirement, IRCC acknowledges the necessity of adapting to the actual cost of living for students in Canada. The increase aims to prevent student vulnerability and exploitation. To address potential challenges, IRCC plans to introduce targeted pilot programs supporting underrepresented cohorts of international students.

While the cost-of-living requirement in Canada is set to rise, it remains competitive with other study destinations like New Zealand and Australia. For instance, living expenses in Australia and New Zealand are approximately $21,826 CDN and $20,340 CDN, respectively.
In contrast, the United States requires international students to demonstrate funds of at least $10,000 USD annually, while some European countries have lower cost-of-living requirements, with Denmark requiring around $1,175 CDN in living expenses.
Despite variations, Canada consistently ranks as a top destination for international students. A study by IDP Education in March 2023 revealed that Canada is the preferred destination for more than 25% of survey participants, surpassing the United States, Australia, and the United Kingdom.
In a proactive approach, IRCC plans to annually adjust the cost-of-living requirement to align with Statistics Canada’s low-income cut-off (LICO). This ensures that financial requirements remain closely linked to the cost of living in Canada, adapting to annual LICO changes and accurately reflecting the economic reality.

Canada’s appeal as a study destination is further enhanced by its esteemed education system, diverse program offerings, and extensive financial aid options. Canadian educational institutions and the government provide scholarships, grants, and financial aid opportunities based on academic excellence, financial circumstances, and specific criteria related to the student’s chosen field of study.
International students in Canada can work part-time during their studies, offering valuable work experience and income supplementation. The prospect of post-graduation work, facilitated by various work permits, including the Post-Graduation Work Permit (PGWP), adds to the allure. According to a study by IDP Education, 63% of students globally consider post-study work as a primary or influential factor in selecting their study destination.

Despite the competitive cost-of-living requirement, Canada is expected to witness a significant surge in international student numbers. IRCC predicts a continuous upward trend, surpassing a million international students in 2024 and reaching 1.4 million in 2027.
Canada’s appeal as a study destination remains robust, propelled by its outstanding education system, diverse programs, financial aid options, and favorable post-graduation prospects. The anticipated increase in international student numbers reflects a sustained growth trajectory that is likely to extend beyond 2023.
