Immigration, Refugees and Citizenship Canada has extended post-graduate work permits to 18 months to retain highly skilled talent.

March 17, 2023 – Toronto – Employers are facing unprecedented challenges in finding and retaining the workers they need during this period of economic recovery and growth.

International graduates with a recently expired or expiring Post Graduate Work Permit (PGWP) will be eligible for an additional or extended work permit for a longer stay and additional work experience of up to 18 months. The PGWP program allows international graduates to obtain a freelance work permit to gain valuable Canadian work experience

Mr Sean Fraser, Minister for Immigration, Refugees and Citizenship, announced today that international graduates with a recently expired or soon to expire Post Graduate Work Permit (PGWP) will be eligible for an additional or extended long stay work permit. and gaining additional work experience up to 18 months. The PGWP program allows international graduates to obtain a freelance work permit to gain valuable work experience in Canada.

Effective April 6, 2023, these measures will allow PGWP holders who wish to stay longer to participate in a streamlined process to renew their work permit, allowing Canada to retain highly skilled talent.

Foreign nationals whose PGWP has already expired in 2023 and those who were eligible for PGWP relief in 2022 will also have the opportunity to apply for an additional 18-month work permit. Those with expired work permits may reinstate their status, even if they are over the 90-day reinstatement period, and will receive a temporary work permit pending processing of their new work permit application.

Talented and skilled international graduates play a vital role in addressing Canada’s labor shortage, and those nearing the end of their PGWP are well integrated into the Canadian labor market. An additional work permit allows qualified applicants to continue contributing to the Canadian economy while gaining valuable work experience and preparing for the opportunity to apply for permanent residence.

Immediate facts

PGWP holders who are eligible for the facilitation process will receive messages about logging into their secure online IRCC account to select and update key personal information as soon as April 6, 2023.

IRCC is aware of the issues that some PGWP holders have experienced with the facilitation process used in 2022. Lessons learned from this process have been applied by implementing a similar process.

The new public policy allows anyone who was eligible under the 2022 initiative to apply for an independent work permit and restore their status. Application instructions will be available on the IRCC website in the coming weeks.

International graduates are an important source of future permanent residency. Tens of thousands of people successfully move to permanent residence each year, including more than 157,000 in 2021, a record high, and nearly 95,000 in 2022, creating the second-highest all-time Canadian immigration record.

A PGWP is usually not renewable. PGWP holders who wish to extend their stay in Canada as a worker are usually expected to apply for another type of work permit when their PGWP expires. Public policies already enacted in 2021 and 2022 provided an opportunity for additional work authorization for those whose PGWPs had expired.

At the end of 2022, there were more than 286,000 international graduates with valid post-graduation work permits in Canada. About 127,000 PGWPs expire in 2023, although about 67,000 PGWP holders have already applied for permanent residence and do not need to renew their work permits through the scheme.
