In this article, the issue of extending the policy of having valid job offers to visitors by IRCC is discussed. Policy that allows visitors to obtain work permits if they have valid job offers is extended by IRCC.
This policy is set to remain in effect until February 28th, 2025. Any foreign national who receives a job offer while in Canada will be able to apply for and receive a work permit.

A valid job offer is considered as a written offer for full time, nonseasonal employment, that is one year or more if you are accepted as a permanent resident. You must have a positive or neutral Labour Market Impact Assessment from ESDC, or have a job that is LMIA exempt.
LMIA is an application that the employer will send to the ESDC to evaluate if hiring foreign workers will have either a positive, neutral or negative impact on the Canadian economy. If the ESDC indicates it has a negative impact, then the employer will not be eligible to hire foreign nationals.

For those in Canada with a visitor visa that have held a valid work permit in the past 12 months, they can follow special instructions to get interim work authorization before their work permit application is finalised.
Prior to the policy change, anyone who was applying to work in Canada would likely have needed to apply for their work permit before arriving to Canada. A foreign national would have had to leave the country to obtain their permit. With this change, that step is unnecessary.
